My answer would be not. It's never okay to take somebody's picture telling them or without asking them permission before you do it. I think the respectable and the thing to do is to that person know and make sure they're with you that picture. A lot of people having their picture by themselves or others, so you don't want to anybody in a difficult or make them feel about it. Also, you should really let them know if you're going to be it on any kind of social media like Facebook or Instagram, just let them know that other people are also going to see this picture and make sure they're familiar what that as well.
